Ulysses Glen, Jr. is a dedicated public servant with over 25 years of experience in finance, treasury, and program management. He began his career with the District of Columbia Government in 1996 after serving as the Administrative Officer at the DC Lottery and Charitable Games Board (DCLB). Shortly after, Ulysses transitioned to Chief of Staff for the Office of Finance and Treasury, where he spent 10 years implementing innovative solutions, including the District’s Inovah cashiering system and electronic dishonored check collection processes.
Following his tenure in the Office of Finance and Treasury, Ulysses served as Budget Director for the Government Services Cluster for 11 years, overseeing budgets for critical agencies such as the Department of Public Works, the Department of Transportation, and the Department of Motor Vehicles. In 2021, Ulysses returned to the DC Government and serves as Program Manager at the Department of Human Services.
In addition to his professional achievements, Ulysses held roles in the private sector as a Marketing Associate at Total Healthcare in Cincinnati, Ohio, and as a Provider Relations Manager at Blue Cross Blue Shield.
Ulysses earned a bachelor’s degree from the University of Cincinnati and a Master’s in Accounting from Regis University. He is currently pursuing licensure as a Certified Public Accountant (CPA). Ulysses is also an active member of several professional organizations, including the Government Finance Officers Association, the Association for Financial Professionals, and the National Forum of Black Public Administrators. He serves as a Board Member for Hope House and is a Lifetime Member of Kappa Alpha Psi Fraternity, Inc.
Outside of work, Ulysses enjoys bike riding, jogging, grilling, reading, collecting sneakers, and nurturing his passion for horticulture. He shares his home with Athena, his beloved Black Labrador with gourmet tastes.
